Non-proliferation

The Swedish Security Service participates in national and international non-proliferation efforts. Non-proliferation refers to measures taken to prevent the proliferation, acquisition and production of weapons of mass destruction. The primary purpose of these efforts is to prevent expertise, products, substances or micro-organisms from being brought from or via Sweden to actors with the ambition to acquire or develop weapons of mass destruction or carriers of such weapons, i.e. missiles.
The aim of the international non-proliferation work is to try to persuade states against launching a WMD programme. If this proves impossible, acquisition has to be delayed, so as to increase opportunities to interrupt the weapons programme before the capacity to produce weapons of mass destruction has been reached.
 
The provision of information to businesses and the exercise of export control are key elements in the national non-proliferation efforts.
 

The role of the Security Service


The Security Service monitors activities that violate Swedish non-proliferation legislation. Our efforts in this field include mapping how actors with an ambition to develop weapons of mass destruction attempt to acquire relevant technology and know-how in Sweden. Information exchange with international organisations and Swedish companies makes up a major part of this work.
 
The Swedish Security Service has worked to prevent proliferation of weapons of mass destruction since the early 1990s. With the collapse of the Soviet Union it was feared that products related to the production of weapons of mass destruction would be smuggled via Sweden. Relevant authorities were tasked by the Government to prevent and detect any smuggling attempts. Although the feared smuggling did not come about, we discovered that there were attractive components for weapons of mass destruction and their carriers in Sweden. In this connection, the Security Service launched a cooperation initiative with a number of Swedish authorities, within the framework of what is known as the Small Reference Group.
