Organisation

Approximately 1 000 persons work at the Security Service; most of them in Stockholm, although we also have staff at five regional units across the country. Just over half of our employees are police officers, and work e.g. as close protection officers, investigators or in surveillance. We also employ other professionals, such as analysts, technicians, translators, interpreters, economists and legal and administrative staff.
The Security Service is headed by Director General Anders Danielsson. The organisational structure is made up of one secretariat and four departments.

Secretariat for Management Support


The secretariat is tasked with providing support to the management in areas of steering, monitoring and developing the Service.

Johan Sjöö is Director of the secretariat, which includes five functions:

  • Internal Audit - audits the Service's handling of individual cases, in terms of quality, efficiency and compliance with the rule of law.
  • Internal Security - has overall responsibility for internal security, e.g. classified information and staff security.
  • Legal Issues - responsible for legal issues.
  • Strategic Planning - responsible for overall planning and performance management.
  • Policy and Strategic Issues - provides the Director General with overall assessments to underpin the Service's strategic steering.

Department of Security Intelligence


The department engages in security intelligence activities primarily aimed at providing the Service with information on which to base its security measures.

Jan Garton is Director of this department, which includes the following units:

  • The Counter-Espionage Unit, which prevents and detects espionage and unlawful intelligence activities in Sweden or against Swedish interests.
  • The Counter-Terrorism Unit, which engages in the prevention and detection of terrorist offences in Sweden and abroad.
  • The Documentation Unit, which is responsible for the Service's documents, files and records.
  • The International Unit, which is responsible for the Service's contacts with foreign security and intelligence services.
  • The Protection of the Constitution (Counter-Subversion) Unit, which prevents and detects activities where violence, threat or force is used to achieve political goals.
  • The Threat Assessment Unit, which assesses threats against the central Government. Any protection measures taken by the Dignitary Protection Unit are based on these assessments.

Department of Security Measures


The department implements threat and vulnerability reduction measures.

Anders Thornberg is Director of this department, which includes the following units:

  • The Dignitary Protection Unit, which is responsible for the protection of the central Government.
  • The Protective Security Unit, which gives advice to and inspects authorities covered by the protective security legislation and performs records checks following an application from an authority.
  • The Surveillance Unit, which collects intelligence at the request of our operative units.

Department for Central Support Functions


The department brings together all supporting functions within the Service.

Doris Högne Rydheim is Director of this department, which includes the following functions:

  • The Economy Unit, which is responsible for the planning and monitoring of the Service's finances.
  • The Human Resources Unit, which is responsible for the Service's staff policy in terms of recruitment, training, working environment, etc.
  • The Information/Communication Unit, which is responsible for internal and external communication.
  • The Technical Unit, which is responsible for the planning, development, operation and support of various technical systems.

Department for Local Operations


The department is mainly tasked with collecting intelligence and undertaking general protective security work, based on the five regional units across the country.

Anders Kassman is Director of this department, which includes the following units:

  • Lower Central Unit, comprising the counties of Jönköping, Södermanland, Värmland, Örebro and Östergötland.
  • North Unit, comprising the counties of Jämtland, Norrbotten, Västerbotten and Västernorrland.
  • South Unit, comprising the counties of Blekinge, Kalmar, Kronoberg and Skåne.
  • Upper Central Unit, comprising the counties of Dalarna, Gotland, Gävleborg, Uppsala and Västmanland.
  • West Unit, comprising the counties of Halland and Västra Götaland.
