The Security Service performs records checks following an application from an authority. Records checks are carried out if a person is to occupy a post placed in a security class, or as a means of protection against terrorism. A small number of records checks are performed following requests from foreign states or international organisations of which Sweden is a member.
Prior to applying for a records check, the authority concerned must obtain permission from the person to be checked. He or she is then checked against three registers:- the criminal record;
- the suspects record; and
- the Security Service central register.
If the person is to hold a post placed in security class 1 or 2, he or she will also be subjected to an individual personal investigation, which includes an examination of his or her financial situation. He or she provides the data to be checked by filling out a particular form for individual personal investigation which is enclosed with the records check form.
For posts in security class 1, the Security Service holds a personal interview with the person checked.
Presentation of information
Most often, our registers do not contain any information on the person checked. In such instances, the Security Service presents the case to the authority concerned, on delegation from the The Records Checks Delegation. Should any of the registers contain information on the person checked, the Security Service will draw up a memo and give an account of the case in its entirety to the The Records Checks Delegation or its Chairman or Vice Chairman. The The Records Checks Delegation then decides whether or not the information is to be disclosed. Should the The Records Checks Delegation decide that the information is to be disclosed, it also decides whether this matter is to be communicated to the person concerned, thus giving him or her the opportunity to comment on the information. He or she may also interrupt the checks by withdrawing the job application to the authority requesting the check. Any comments from the person will be added to the case file which will again be presented to the The Records Checks Delegation for review. When the case has been processed, the memo is forwarded to the authority concerned, where it will constitute a parameter in their security assessment.Spontaneous follow-up of employees
Authorities having applied for records checks must always inform the Security Service whether the person checked was employed or not. If employed, the person will be subject to spontaneous follow-up measures for as long as he or she holds a security-classed post or as long as it is deemed important for the protection against terrorism. Spontaneous follow-up entails that any new information on a person that is added to the registers will come to the knowledge of the Security Service. In such cases, an assessment is made as to whether the case should again be brought before the The Records Checks Delegation or not.
